The battle over Trump's tax returns - after he was the first president in four decades not to release the annual filings - has been brewing since the 2016 campaign.

Nielsen's resignation last Sunday came amid an influx of migrants at the U.S. -Mexico border.

"Due to the fact that Democrats are unwilling to change our very unsafe immigration laws, we are indeed, as reported, giving strong considerations to placing Illegal Immigrants in Sanctuary Cities only", the president said on Twitter.

President Trump on Monday announced illegal immigrants will be "given" to Sanctuary Cities and States, pending official decisions from the Department of Homeland Security. Trump has recently gutted DHS's leadership amid frustrations over agency pushback against the White House on immigration matters. Nielsen was reportedly frustrated with the difficulty of getting other departments to help deal with the growing number of families crossing the border.

Trump has said he isn't releasing the returns because he's been under audit, and he repeated that on Wednesday to White House reporters before leaving for a trip to Texas.

At the same time, Democrats on Monday asked the White House and agency officials for internal documents on the administration's deliberations on its proposal to send detained migrants to "sanctuary cities" - cities and districts that don't cooperate with federal immigration officials and which are mostly Democratic strongholds.

"If not, Sanctuary Cities must immediately ACT to take care of the Illegal Immigrants - and this includes Gang Members, Drug Dealers, Human Traffickers, and Criminals of all shapes, sizes and kinds".

And Trump tweeted again Monday morning, "Congress should come back to D.C. now and FIX THE IMMIGRATION LAWS!"

Cummings and Bennie G. Thompson, chairs of the Judiciary, Homeland Security and Oversight committees. House Speaker Nancy Pelosi on Saturday criticized the president for using the "sacred" memory of 9/11 for a political attack. Sanctuary cities, including NY and San Francisco, refuse to cooperate with federal authorities in detaining and deporting people living there illegally.

"The extent of this Administration's cynicism and cruelty can not be overstated", Pelosi's spokeswoman Ashley Etienne said in a statement Friday.

Rep. Kathleen Rice, D-N.Y., chairwoman of the House Homeland Security subcommittee on border security, facilitation and operations, said in an interview that Miller needs to come before her panel to "make his case for these bad policies to the American people instead of being this shadow puppeteer".
