North Carolina election officials are investigating whether an operative working on behalf of Harris illegally collected incomplete ballots from voters in the state's 9th Congressional District.

"This is bigger than one seat", Pelosi added.

Unofficial results showed Republican Mark Harris leading McCready by 905 votes in the south-central 9th Congressional District.

The North Carolina State Board of Elections signaled that it will hold a hearing on the allegations by December 21 and might decide if they will certify the election, call a new election, or take another course of action.

"Voters in the 9th District deserve the confidence that their election was free from fraud".

Bladen County records show that Dowless personally turned in 592 of the 1,341 total requests for absentee ballots in Bladen County in 2018's general election.

In Washington, the likely incoming speaker of the House, Democrat Nancy Pelosi of California, hinted at the possibility that Harris' eligibility to serve in Congress would be questioned.

"It's expensive and logistically tough to have a new election in the 9th District", Steve Stone said.

"This is amusing business on the part of Democrats, in part to try and steal this race", Woodhouse told NPR on Monday. It also didn't certify the results of the Bladen County Commissioner District 3 and in Robeson County the District Court 16B Seat 2 race between Republican Jack Moody and Democrat Vanessa Burton.

A state election board spokesman confirmed Thursday that subpoenas seeking documents had been sent to the Harris campaign, the Red Dome Group, which worked for Harris, and the campaign committee of the sitting Bladen sheriff.

He shared Britt's phone number with CNN, but when reached, Britt said she had no comment.

"No comment, no disrespect to you", Dowless said, before hanging up.

Pittenger said he did not recall being told of fraud complaints his advisers made to Woodhouse and Foote, and he declined to confirm that he blamed "ballot stuffers" on election night.

Unlike in Bladen County, Democrat Dan McCready won more of the absentee vote in Robeson County than Republican Mark Harris did.

Republican leaders say Harris, a Southern Baptist minister, should be certified the victor, saying no evidence has been made public that show he didn't get the most lawful votes.

There is no evidence that the irregularities in absentee ballot returns changed the outcome of the race.

The North Carolina Democratic Party filed a half-dozen affidavits from voters in the area, who described handing over their ballots, some of them incomplete, to people who said they were assigned to pick up ballots in the area.

McCready rescinded his concession on Thursday.

On Thursday, McCready told television station WSOC that he was withdrawing his concession and accused Harris of bankrolling "criminal activity".

North Carolina Republicans and Democrats continue to fight over how to investigate the allegations of election fraud. Harris defeated Pittenger during the district's Republican primary earlier this year.

Speaking prior to the publication of the Post's report, Woodhouse was adamant that the one person who was unaware of what Dowless was up to was candidate Mark Harris. Orange County Republican Party Chairman Fred Whitaker wrote in a newsletter last month that Republicans must "develop a response to this new law that allows us to remain competitive".

"Sometimes we think of voting as this really straightforward process and we often forget that all voters, but for new voters in particular, there's a lot of confusion when voting about when they actually have to vote by, where they have to take their ballot to", said Rachel Huff-Doria, executive director of the voter advocacy group Forward Montana.
