Trump, in an interview with The Washington Post on Tuesday, said he might cancel the sit-down with Putin in Argentina following Russia's seizure of three Ukrainian naval ships last weekend.

In a subsequent tweet, Trump opened the door to another meeting once the recent incident with Ukraine is resolved: "I look forward to a meaningful Summit again as soon as this situation is resolved!"

Russian news agencies on Thursday quoted Dmitry Peskov, Putin's spokesman, as saying that the Kremlin only learned about the cancellation from Trump's tweet.

In response to the situation in the Kerch Strait, the Ukrainian authorities have introduced martial law in select regions of Ukraine along the border with Russian Federation as well as the coasts of the Black Sea and the Sea of Azov for 30 days.

Since backing Ukraine's ousting of a pro-Kremlin leader in 2014, Washington has supported Kiev against Moscow's annexation of the contested Crimean Peninsula and alleged backing for separatist rebels in the eastern region of Donbass.

USA intelligence agencies accused Russian Federation of interfering in the 2016 US election, an allegation Moscow has repeatedly denied.

On Nov. 25, Russian naval forces attacked and seized three Ukrainian naval vessels in the Black Sea, injuring at least three Ukrainian sailors, capturing 24, and jailing them on false charges.

There were further signs that Russian Federation was pressing ahead with its plans to fortify Crimea and turn it into what Kremlin-backed media have called a fortress.

"There is no Trump administration, only Trump and some people pretending to constitute this administration", Freeman said.

Western governments have rallied behind Kiev, accusing Russian Federation of illegally blocking access to the Sea of Azov, used by both countries, and of using force without justification.

President Trump has a busy schedule with world leaders as he arrives in Argentina for the G-20 summit.

Ukraine has also accused Russian Federation of enforcing a de facto blockade on two key Ukrainian ports in the Sea of Azov, which Russian Federation denied, saying shipping delays were due to "bad weather".

The United States and the European Union have both imposed sanctions on Russia over its conduct towards Ukraine since 2014, when Moscow seized and annexed Crimea after a pro-Russian leader was toppled in Kiev.

Trump also said on Thursday he would have been willing to meet with Saudi Crown Prince Mohammed bin Salman in Argentina but there was no time in his schedule.

"I think it's in President Trump's interest to have this meeting be viewed as a success", said David Dollar, a senior fellow in the John L. Thornton China Center at the Brookings Institution.
