He has also granted one commutation of sentence. Trump has pardoned several people during his 16 months in office, including former Vice President Dick Cheney's chief of staff "Scooter" Libby and former Arizona sheriff Joe Arpaio.

The White House on Thursday appeared to back up D'Souza's complaint.

He urged friends to donate to the 2012 U.S. Senate campaign of personal friend Wendy Long, and then reimbursed them, circumventing campaign finance law.

And despite the fact that he leads the government, Trump has complained that the government treats him unfairly, too.

Trump has pardoned other notable conservatives convicted of various offenses.

James Comey, who Trump fired as FBI director previous year and has repeatedly attacked, was the lead federal prosecutor in Stewart's case and played a role in the prosecution of Lewis "Scooter" Libby, the chief of staff to former Vice President Dick Cheney.

D'Souza is a best-selling author and successful filmmaker who served as an adviser in the Reagan administration.

According to the White House press pool traveling on Air Force One, President Trump said that "he is considering pardoning or commuting the sentence of former Illinois Gov. Rod Blagojevich and Martha Stewart".

As part of his guilty plea, D'Souza admitted that he "knew what he was doing was wrong and something the law forbids", the U.S. Attorney's Office for the Southern District of NY said in a statement.

"Nonetheless, he's accepted responsibility and the President believes it's appropriate that he receive a pardon after community service, paying a fine, and doing other things that the judge has required", Shah said. The judge said D'Souza had shown the court no evidence that he was targeted.

The acting NY A.G. told reporters that there is now an urgency to "close New York's double jeopardy loophole and ensure that anyone who evades federal justice by virtue of a politically expedient pardon can be held accountable". The career prosecutors and agents did their job.

In April, Trump pardoned Lewis "Scooter" Libby, who was chief of staff to former Vice President Dick Cheney and was convicted in 2007 of lying in an investigation into the unmasking of a Central Intelligence Agency agent.
